97% of "lost productivity" statistics are from people who are just making shit up.

They start with an assumption that the average cube-rat works productively exactly 8 hours a day, and therefore every second that they can attribute to some targeted activity (e.g. web-surfing) is lost time and money. With generous estimates of the time spent, the wages paid, etc. And with no accounting for overtime, and absolutely no accounting for other forms of "lost productivity", such as eating, yawning, reading, daydreaming, urinating, defecating, yammering on the phone or with cow-orkers, or just being rather slow.

"Results-oriented" managers are results-oriented until they see behavior they don't like. Then their lust for control comes out.
